District 196 Recognized for Excellence in Financial Reporting

District 196 earned the Certificate of Excellence in Financial Reporting from the Association of School Business Officials International (ASBO). This year’s recognition is for the district’s Comprehensive Annual Financial Report for fiscal year 2025.

The Certificate of Excellence in Financial Reporting is the highest recognition of school district financial operations offered by ASBO, a professional organization with over 6,000 members. The program reviews and critiques district accounting practices as represented in the Comprehensive Annual Financial Report and recognizes school districts that meet or exceed the program’s high financial reporting and accountability standards. 

“For over half a century, ASBO International’s Certificate of Excellence in Financial Reporting has been the gold standard in promoting and recognizing excellence in financial reporting,” according to ASBO International Executive Director Jim Rowan, CAE, SFO. “Communicating the financial and economic state of a district is so important when engaging with the school community and building their trust. Districts that receive the COE Award have demonstrated their ability to do that at the highest level.”

The district’s Annual Comprehensive Financial Report for fiscal years 2024 and 2025, along with financial reports and annual budgets for the current year and previous years, are available at District196.org/finance. 

“Every member of our Finance Department played a part in receiving this recognition,” said Superintendent Michael Bolsoni. “We are a large, complex organization — yet each year, our finance team ensures systems and controls adhere to the highest standards in government accounting, budget allocation, monitoring, and reporting. It’s a commitment to integrity in our financial practices.”

District 196 has an annual district budget of more than $600 million and employs more than 4,000 people. With more than 30,000 students pre-K through adult education, District 196 is the fourth largest school district in Minnesota, opening doors to infinite possibilities for students and our community.
