Six employees to be honored, along with retirees, at the Partners In Education Banquet on May 15.
Among more than 4,000 employees in the Rosemount-Apple Valley-Eagan Public Schools, three teachers, two operations staff, and one administrator have been selected for the 2025 Outstanding Service Awards — the district’s highest honor for employees. “We have a large and dedicated staff who work hard on behalf of children each day,” said Superintendent Michael Bolsoni. “Most practice their craft with quiet humility, wanting to ensure our students shine in the limelight. So, to be nominated for an Outstanding Service Award by their peers — says a lot about your character, care for others, and service to our community. This is the Hall of Fame for employees of District 196.”
Outstanding Service Awards will be celebrated during the Partners in Education Banquet on May 15, 2025, at Eagan High School. Tickets for the event are available through May 1.
Each of the award winners was nominated by their colleagues. A short excerpt from the nominations follows below.
Maureen Greenberg, Woodland Elementary and Diamond Path Elementary, Talent Development Specialist, 19+ years in District 196
Some educators change lives in ways that extend far beyond the classroom—Maureen Greenberg is one of them. For decades, she has been the heart of Woodland Elementary, dedicating herself to nurturing students, supporting families, and strengthening the school community. Her work is not just a profession; it is a lifelong commitment to helping every child reach their full potential. Maureen’s ability to recognize and cultivate students’ strengths while guiding them through challenges has made her an invaluable presence in the lives of countless children. The relationships she builds—with students, families, and colleagues—are lasting, and her influence can be felt long after students leave Woodland’s halls. Maureen Greenberg is more than an educator—she is a mentor and motivator. She inspires students to push beyond their comfort zones. The confidence and resilience she nurtures lasts a lifetime.
Jim Mewhorter, Central Receiving Services, 46+ years in District 196
Most of the curriculum, paper, science lab materials, cleaning supplies, and food products used in our 38 schools go through Central Receiving. That’s why Jim Mewhorter’s impact on students is both profound and far-reaching, even though his work happens behind the scenes. By ensuring that classrooms are stocked with essential supplies and that cafeterias receive the food needed for millions of school lunches, he directly supports students' ability to learn and thrive. What sets Jim apart is not just his longevity with the district but his relentless dedication to excellence, efficiency, and innovation. His role in the warehouse is the backbone of district operations, and his ability to manage the logistics of receiving, processing, and distributing supplies has been nothing short of extraordinary.
Kathleen Westgard, English Language Arts, Eagan High School, 16+ years in District 196
Kathleen is an amazing teacher and the heart and soul of our English department. She never seeks the spotlight as an individual; rather, she focuses on her students' learning, social-emotional well-being, and individual success. She exemplifies a true service attitude and often says, “I’m here to help.” Kathleen lives by this value each and every day. She knows she cannot rescue every student but goes above and beyond to help her struggling students earn their grade in her classes. A failing grade will only get them farther behind. Kathleen believes, “The real challenge of the teacher is to engage the students who are not engaged with school.”
Bill Haggerty, Building Engineer, Falcon Ridge Middle School, 23+ Years in District 196
Bill’s heart for the job extends far beyond completing tasks. He is a caring communicator. While walking from one end of the building to the other (30-40+ times each day), he connects with staff and students in meaningful ways. He asks open-ended questions requiring more than a yes or no response. He is genuine in his approach and gains respect from everyone he encounters. Students and staff know Bill is genuinely interested in their replies. They will soon meet him again, only to realize he not only listened but remembered their conversation and follows up. Bill is a bright light to students every day. Bill makes connections by asking questions and continuously greeting students. He makes extra-special connections with students in special education. He monitors them in PhyEd and cheers them on. Calling them by name, students enjoy hearing from Bill and know he cares.
Kristin Peterson, Math Teacher, Apple Valley High School, 25+ years in District 196
Kristin Peterson is a cornerstone of Apple Valley High School; she has outstanding dedication to both students and staff. She holds herself to high standards, which has led her to take on many leadership roles like Math Department chair, union rep, and testing and assessment coordinator. Kristin goes out of her way to support students—creating thoughtful lessons, tutoring before and after school, and helping students gain confidence. She’s a fierce advocate for her colleagues, always ready to answer questions, offer advice, or stand up for others. Her passion, hard work, and willingness to step up make her an essential part of the school community. She’s an advocate whose influence extends far beyond her classroom. She creates a welcoming environment for both new and experienced teachers, making sure everyone feels supported and valued. Her friendly, approachable nature makes her an easy person to turn to for advice. Kristin's wealth of knowledge and experience has made her a go-to resource for colleagues across departments, offering thoughtful guidance with discretion and respect.
Jill Coyle, District Office, General Counsel, 24+ years in District 196
Jill Coyle’s role as General Counsel for District 196 extends far beyond legal compliance—she is a trusted advisor, problem solver, and advocate. With 25 years of dedication to the district, Jill possesses an exceptional understanding of education law, student and staff rights, and district governance, allowing her to address legal challenges before they become obstacles proactively. Her ability to translate complex legal matters into clear, actionable guidance ensures that district leaders and educators can focus on student success without being burdened by legal uncertainties. Jill’s commitment to public education and the District 196 community is unmatched, demonstrated by her countless hours devoted to our district.
